We currently recruiting for an experienced Accommodation Programme Manager to deliver new or upgraded office space and equipment. The business case and funding have been approved and the work is moving into delivery. This includes negotiating and agreeing supplier contracts, scoping out the scale a nature of the works, ensuring safety protocols are adhered to and enabling a pro-active engagement across all levels within the organisation to manage perception and manage residual resistance.

This role will establish the team, an agreed plan, introduce effective delivery operations, governance, ways of working and delivery methodology to ensure that the required changes to processes, people and technology are delivered against schedule, quality and within budget.

You will work with colleagues across the organisation both in operational and business roles to ensure their needs are understood and delivered against and to ensure that scope gaps/overlap are understood and resolved.

You will proactively manage people and cultural elements of the change, identifying and resolving resistance where encountered.

Responsibilities:

  • Provide programme leadership to build an effective and collaborative change team with a shared sense of direction in a matrix environment.
  • Build collaborative relationships with stakeholders and executives to deliver expected outcomes within cost, time, and quality tolerances.
  • Maximise the productivity of suppliers, ensuring quality of delivery while professionally managing the relationship and contract.
  • Implement and support programme governance, ensuring executive awareness of progress and a balanced view of risks.
  • Create a programme structure and delivery strategy reflecting complex cross departmental needs planning to enable positive change.
  • Implement and reinforce an appropriate delivery methodology across multiple projects /workstreams leveraging in-house enablers and templates.
  • Define the use of both Waterfall and Agile methodologies to realise intended value efficiently, maximizing quality and timeliness.
  • Estimate, secure and manage assigned matrix project resources.
  • Prepare and track project budget.
  • Identify, evaluate, and proactively manage risks, assumptions, issues, and dependencies to programme delivery to inform impacts to delivery, including portfolio impacts.
  • Gather and present information with options and recommendations to enable informed decision making by stakeholders up to Executive Director / ExCo level.

Skills and experience:

  • Demonstrable experience of working as programme manager on a similar accommodation programmes.
  • Strong management experience of the people and culture challenges within office reconfigurations/moves and able to offer strategies to successfully manage resistance.
  • Experience of successful management and delivery of large accommodation projects (including construction works and IT Dependencies) within complex time/cost/quality tolerances.
  • Understanding of health and safety requirements within a construction setting and able to appropriately manage risk.
  • Experience of complex risk, issue, and dependency management across complex stakeholders within a highly governed environment.
  • Highly skilled at stakeholder management at all levels and able to demonstrate facilitation skills to be able to conclude discussions and reach consensus where multiple stakeholders may have conflicting needs.
  • Experience of applying both Agile and Waterfall methodologies to achieve expected outcomes within agreed tolerances of time, cost, and quality.
  • Accredited in an industry recognised programme management qualification or equivalent experience.
  • Applied appropriate change governance through full lifecycle from receipt of request through to implementation.
