We are currently recruiting for an experienced Test Manager to improve the Change Delivery capability, focusing on ensuring the quality of outcomes. There have been many recent changes which require assess the process, people and technology involved in our Test operations and test team. The recent changes include a shift to Agile operations, the growth of Digital, adherence to Government Service Standards including accessibility, Test Automation and greater proliferation of Cloud based technologies.

You will be experienced at leading a test team who are delivering service across multiple Agile initiatives and are able to define a long term strategy for the team and to build a test service against the agreed plan. This will be done at the same time as continuing service delivery and as such will require sensitive management all people and cultural elements of the change, identifying and resolving resistance where encountered. You will work with stakeholders and colleagues across the organisation both in operational and business roles to identify their needs and to ensure their needs are delivered against and to ensure that requirements are understood.

Responsibilities:

  • Be accountable for Quality Assurance outcomes, methodology and people.
  • Build an effective and collaborative test team with a shared sense of direction.
  • Build a first-class team dynamic and work closely with your team to identify development needs and to grow capabilities and skills to meet future service needs.
  • Build collaborative relationships with stakeholders and executives across TPR to deliver

outcomes within planned quality tolerances.

  • Implement and reinforce an appropriate test methodology across current and pipeline portfolio initiatives.
  • Uphold Test Entry and Exit Criteria and ensure full traceability of requirements.
  • Maximise the productivity of suppliers, ensuring quality of delivery while professionally managing the relationship and contract.
  • Proactively identify methodology, people or technology impediments, understand the root cause and present options to drive executive awareness and appropriate action.
  • Provide a high level of awareness of portfolio Quality Assurance status,
  • Create a team structure and strategy reflecting complex portfolio and cross departmental needs planning to enable positive change.
  • Estimate, secure and manage assigned matrix project resources.
  • Prepare and track the test team budget.

Skills and Experience:

  • Demonstrable experience of working as test manager in a matrix agile portfolio environment.
  • Good management experience of the people and culture challenges while redefining team operations and structure.
  • Experience of managing the testing needs of cloud technologies, government service standards, accessibility (W3C and WCAG) within complex time/cost/quality tolerances.
  • Experience in the implementation of Test Automation and managing the team skills shift and necessary resourcing adjustments.
  • Skilled at stakeholder management at all levels.
  • Experience of redefining test team operations and developing a test team strategy.
  • Experience of managing and developing test resources.
  • Demonstrate facilitation skills and able to conclude discussions and reach consensus where multiple stakeholders may have conflicting needs.
  • Experience of effective test team operations within both Agile and Waterfall delivery methodologies .
  • Accredited in an industry recognised testing qualification (ISTQB Advanced or equivalent)
