The Capabilities Reform Unit (CRU) has been established as part of the Home Office response to the Major Law Enforcement Programmes Review via a mandate from the Permanent Secretary. CRU’s mission is to ‘ensure we commission the right outcomes aligned to the policy and operational priorities, by implementing a new Commissioning Function for national public safety capabilities.’

This commissioning function is being stood up incrementally based on a Target Operating Model (TOM) which was agreed in March 2022.

The Business (Solution) Design Lead will be responsible for:

1. Overseeing development, implementation, assurance and continuous improvement of detailed commissioning processes based on agreed interim operating levels against the National Public Safety Capabilities TOM. This work will be overseen by the National Public Safety Capabilities (NPSC) Project Board

2. Leading the NPSC Business Design Function (G6 equivalent role) which is responsible for developing strategic solution strategies and designs to implement public safety outcomes through national capabilities, including through managing and measuring the national public safety capabilities model

CRU is carrying a large number of vacancies and where vacancies are filled, they are filled with resources who are new to the project delivery profession and learning on the job. There is a need to bring in experienced expert resource to support them and the ramping up of CS resources needs to take into account how many people can be supported through induction and upskilling at any given time. We require a candidate who has strong team management skills, ideally will have recently managed between 10-20 direct reports.

2. Reform - Target Operating Model – National Policing organisations TOM

3. Project - Data Centre of Excellence Solution Design implementation planning and assurance against the Target Operating Model

4. Project - Out of Court Disposals National Processing Centre Project plan, business case and project mobilisation

5. Project - Criminal Justice Data Interoperability Solution Strategy and plan

6. Continuous Service Improvement - Book of Work for National Public Safety Capabilities

7. Continuous Service Improvement – process refinement and improvement based on touch points with Policing Intelligent Client Function and Commissioning Board (strategy) and HODDaT and Police Digital Service (Delivery)

8. Additional deliverables, outcomes and outputs identified and agreed throughout the duration of the assignment

9. Handover and knowledge transfer towards end of assignment
