JOB TITLE: Digital Infrastructure Programme Manager
LOCATION: Britannia House - Southend ,Essex
Salary : £52,306 - £60,983 per annum + benefits including NHS Pension, 27 days holiday + bank holiday rising with service 29 after 5 years and 33 after 10 years
Duration : Permanent – 37.5 hour week Mon-Fri 9-5pm
MAIN DUTIES & RESPONSIBILITIES
- To be responsible for the end to end lifecycle of major digital infrastructure projects and associated systems across the hospital group using PRINCE2 methodology.
- Manage the overall digital infrastructure architecture design, it’s development and the on-going provision of effective and responsive technologies to support the operational and strategic requirements of the group
- Lead the delivery of the overall technical programme of work including coordinating the internal resources and budget to support it
- Identify and agree dependencies and programme timescales, prioritising tasks and optimising resources between projects. Identify and report on project milestones.
- Development of necessary documents to start projects up such as Business Cases, Project Initiation Document, detailed requirements specifications etc.

- Identify and agree priorities for technology implementation & upgrades and ensure the solutions are aligned with long-term technology and clinical strategies of the group
- Ensure there is sound project & programme governance and assurance by identifying, appraising, mitigating and managing risks and issues
- Produce clear visual materials, project documentation, and data for use in reports, local briefings, workshops and meetings for both internal and external presentations.
- To liaise with group IT staff to identify any impacts that the implementation may have on operational services
- Ensure that appropriate security measures are in place in line with Trust policies to ensure the confidentiality and appropriate use of all data held within new procurements.
Staff Management
- Lead a team of technical IT professionals, permanent WTEs as well as oversee the temporary recruitment and supervision of agency and contract resources
- Ensure a strong and competent team structure is deployed with appropriate delegation, two way communications and team working.
- Develop a flexible manpower plan enabling a strong focus on the recruitment, development and retention of permanent and temporary staff to meet current and prospective operational needs.
- Ensure that Job Descriptions are relevant and up to date, the Knowledge and Skills Framework is in place, Performance Appraisals and Development Reviews are undertaken and beneficial.
- Work with colleagues to develop and implement Education, Training and Development and Health and Safety Management Plans for new and existing systems.
Financial & Physical Resources
To control and monitor project expenditure and be responsible for ensuring exception reports are raised when there is expenditure over a project tolerance.
To ensure appropriate orders are raised in line with the Trusts Standing Financial Instructions and to ensure all invoices are signed off in good time for supplier payment once the service have been delivered.
To undertake procurement of new software adhering to the Trusts standing Financial Instructions and the law.
Assess the short and long term financial implications to the Trust of any such expenditure.
Identify ongoing revenue costs of the projects by analysis of the business case.
Communication
- Write and present regular highlight/exception reports, project documentation, information and presentations in project progress as required to the Project Board(s), IT Steering Group and the Trust.
- Present to large groups of staff at all levels and external audiences.
Planning and Organisation
To set up and lead project boards and teams as required.
- To ensure that all project documentation is produced, communicated and maintained to demonstrate compliance with the PRINCE2 project management methodology
- Produce robust project plans and monitor the project against cost and time tolerances.
- Delivery of working systems on the agreed go-live dates.
