Due to a technology change programme being introduced within a respected civil service workplace; we are looking for a Principal Product Owner, focusing on the Data platform delivery phase of the programme.

This will include the management of resources on a day-to-day basis, organising, prioritising and allocating tasks, collaborating and communicating across the programme and the business, making workstream decisions about risks, issues and dependencies and resolving any conflicts that arise from these. As the Product Owner you will deliver the basic elements of the system into the business along with the defined business benefits.

You will:

• Leader and decision maker for the relevant programme work stream
• Lead the Planning Increment activity for the work stream that delivers the plans and product backlogs (workloads) with a 3-month horizon
• Defining the sprint backlogs for Development Team delivery.
• Recruit key resources into the workstream where identified gaps exist.
• Accountable for the execution of the plans and product backlogs and in turn, for the delivery of the minimum viable product to the agreed definition of done and delivery of the defined business benefits.
• Responsible for the allocation of work to team members and directing team members.
• Responsible for risk, issue and dependency management within the workstream and across workstreams in collaboration with other product owners.
• Responsible for overseeing proper workstream governance, ensuring that the correct forums are engaged at the right time and in the right way for decisions and information, including presenting papers at forums (eg: Programme Board) in person, as required.
• No budget responsibilities.

Required Skills:

• Proven Agile Product Owner experience
• Experience with Azure, Data Governance, Data Science
• Proven track record of dealing with external suppliers
• Confident decision maker
• Fully competent at planning, organising, collaborating, communicating, directing, executing and controlling
• Ability to translate jargon and technical language into plain English for non-technical audience.
• Proven track record of being a Product Owner in a data and analytics environment.
• Experience of fulfilling the Product Owner in an Agile Environment, including developing and prioritising the Product backlog, working within and Agile Team and acceptance of completed work.
• A working knowledge of the UK pensions system would be a bonus
